Genesis, Background & History
Pandraa HealthTech University (PHU) was born from a clear and compelling vision: to create a center of health professions and medical education that would strengthen the healthcare workforce of Saint Lucia, the wider Caribbean, and the global community. This vision was conceived by Mr. Percival McDonald, a distinguished public servant and academic leader whose lifelong commitment to healthcare systems, medical education, and national development shaped the very foundation of the University.
The Vision
With over five decades of leadership across healthcare, government, and higher education, Mr. McDonald recognized a critical and growing gap in the availability of well-trained, ethical, and globally competent healthcare professionals in the Caribbean. Drawing on his extensive experience in health systems planning, hospital governance, and medical education—both regionally and internationally - he envisioned a future-focused university that would integrate academic excellence, clinical relevance, and technology-driven learning to meet regional and global workforce demands. This bold idea was not merely aspirational. It was a strategic response to real challenges facing health systems in small island developing states and underserved regions worldwide.
From Vision to Action
The transformation of this vision into reality was led by Mrs. Deepa Pandey, Founding Director and Trustee of Pandraa HealthTech University. With more than two decades of experience in education, leadership, and institutional development, Mrs. Pandey played a pivotal role in translating the founding vision into a structured, sustainable, and internationally aligned institution.
A diverse group of higher education experts, healthcare educators, administrators, and consultants joined hands with Mr. McDonald and Mrs. Pandey to shape the institution’s academic and operational framework.
Strategic Growth and Institutional Development
PHU progressed through critical phases of feasibility assessment, strategic planning, stakeholder engagement, and site selection. Saint Lucia was deliberately chosen as the host country, reflecting both Mr. McDonald’s and Mrs Pandey's deep national roots and the island’s strategic position as a hub for Caribbean and international education. The detailed academic planning was undertaken, infrastructure requirements were defined, and a assignment was initiated for curriculum development across health professions and medical education. The academic vision was designed to align with international standards while remaining responsive to regional healthcare realities.
In 2025, the institution reached a defining milestone with the official restructuring into Pandraa HealthTech University (PHU). This transformation marked PHU’s emergence as a dedicated higher education institution, supported by engagement with key Government of Saint Lucia ministries and the initiation of formal accreditation and approval processes.
Founding Leadership and Academic PhilosophY
PHU’s foundation is further strengthened by the involvement of Dr. Prarthana Mehta, a renowned Ayurvedic physician, academician, and public health advocate, who joined Mr. McDonald and Mrs. Pandey as a Founding Trustee. Dr. Mehta’s three decades of clinical excellence, academic leadership, and community health engagement bring a unique integrative and holistic perspective to the University’s academic philosophy. Her presence reinforces PHU’s commitment to multidisciplinary education, preventive healthcare, and patient-centered practice.Together, the founding leadership represents a rare convergence of expertise in medical education, public health systems, governance, integrative medicine, and institutional development.
